Well, seeing as your CAS is green (I mean, that's not intentional, is it?), I'm thinking that it is a graphics problem. Your game is really blurry in general; it doesn't seem to be just the clothing. Do the walls in your game ever flash red, or do you have any other strange problems?

OK so i went into my sims games folder thing and looked up CAS and came across this green screen thing i must have downloaded. i didn't want it and i don't know why i had it in the first place so i deleted it. but no, my walls have never flashed red. But I'm wondering, are any folders out of place? i know i have somethings not in folders (downloaded things) and i was gonna delete them, (if you look at the things after groups.cache but before bodyshop) maybe i should back up my files and uninstall the last EP i installed? then re-install?

I don't know if it'd do anything, but you could try resetting your game. To do so, just delete the "The Sims 2" folder (My Documents>EA Games>The Sims 2), and your game will re-spawn it the next time your reload. Make sure you empty your recycling bin, though.
This will cause you to lose everything, though: your families, your downloads, your pictures. You can back these up, though, by cutting and pasting everything to your desktop (your entire folder, that is, or just the "Downloads," "Saved Sims," and "Neighborhoods" folders), though if you find that this fixes the problem, you may not want to put those folders back.

OK i'll try that. you're sure that my game will still load if i delete the folder? and all my eps will work? i have all the EP's except the "stuff packs" and freetime. i don't think it's my downloads or hacks but maybe something else in the game is causing it?

Yes, your game will definitely load if you delete the folder. I've done it plenty of times. It'll regenerate when you load the game.
Try resetting it first and launching it without any CC installed.

I'd would also try deleting those .cache files. They make your game run a bit faster, and maybe improve it.

*Peeps out from abyss*
Blurry clothes are pretty much always the result of a graphics card problem. Adding more CC adds more strain. If your PC has shared graphics then other programs may also be hogging some space.
Try removing your downloads and seeing whether everything is top quality even when it's just Maxis stuff. Otherwise, I guess you may have to consult your PC's spec or a PC tech to figure the problem out :/
